Annual Meeting and more
HOA members:
It's that time of year again. The HOA annual meeting is coming up. It will be held on Wednesday, September 8th, at 6 PM. This year we will be holding it in Park 1, on the lawn. Bring a lawn chair if you can! Also, since we aren't in the library, we can bring food. And food will be brought.
At the annual meeting we will be discussing issues currently facing the HOA: completion of park 2, maintenance of the neighborhood, any resident concerns.
Also, two positions in our board will be up for election. The terms of the Vice President and Secretary are ending. If you are interested in running for either of these positions, please contact a member of the board, or send an email to aspenmeadowshoa@yahoo.com.
We would also like to remind residents of the rules concerning landscaping and maintenance of yards. According to the CC&Rs landscaping must be completed within two years of receiving a certificate of occupancy. Lawns must be cared for. Weeds should not be allowed to grow out of control. The board has received several complaints, and we will be contacting offending homeowners.

Concerns
As you know, park 2 is still lacking play ground equipment. Unfortunately that is something M&D development is in charge of providing. They have promised us that "it should be here in a week or two" for at least a year. We have contacted them frequently concerning it, with the same response. We have discussed legal action, but feel that if we took that route it would cause nothing to get done. The city holds bond money that M&D can only claim once they have finished their commitments to this subdivision, so we do have some leverage to get them to finish the tasks they promised us. Unfortunately, there is not very much we can do to make them do it now.
We have recently started ticketing cars that violate our parking rules. This has encouraged many residents to pay attention to where their cars are. As always, some residents insist on continuing to break the rules, and we will be towing or booting their cars if it persists.
As you may have noticed, the grass in the parks has had a rough summer. For the past two summers we have been using culinary water to water our parks. North Logan City has been kind in letting us do this while we seeded our parks. However, this year we have had to switch to canal water. We had to wait to start watering until we got the pump house working and there was water in the canal. When we finally got things ready we discovered that the larger park was not communicating with the pump house, and was not being watered. Also, after the pipe break last year most of the sprinklers had rocks blocking the flow of water. Members of the board spent a lot of time on the phone and out in the park getting the problem fixed. Even after all that work, the sprinklers still weren't communicating well with the pump house. So, we had to start all over again. We have put a lot of time and effort into getting the pump house and sprinklers working correctly. Obviously, we haven't worked all the kinks out of the system yet, but we are still working on it.
Thankfully, there is some progress happening this summer in the neighborhood. We are currently negotiating for landscaping for the common area in the back of the subdivision. We are expecting the fence along 400 East on the North end to be fixed soon. We have contacted the city regarding street signs for phase two of the subdivision, enabling emergency crews to quickly find an address, and also helping guests to find their way around. We are also talking to the city about speed limit signs, to help ensure the safety of our community. We have also gotten picnic tables and garbage cans in park 1, and will soon have them in park 2.

More CC&R Amendments
10.04 Amendment. These covenants, conditions and restrictions of this Declaration may be amended by the approval of not less than sixty-seven percent (67%) of a Quorum homeowners in attendance at the annual or a special meeting, or an instrument signed by sixty-seven percent (67%) of all homeowners. Any amendment must be properly recorded in the records of Cache County, Utah to become effective.
8.09 Exterior Television or Other Antennas and Flagpoles. No exterior radio or other antennas, except television antennae, high speed internet and/or satellite dishes which shall not exceed four feet in height, shall be placed, allowed or maintained upon any Lot or upon any structure or portion of the improvements situated and located upon the Properties without prior written approval of the Architectural Control Committee. Any flagpole erected upon the Properties shall not exceed twenty-five (25) feet in height.
8.07 Parking. ….During the months of December through March, no No on-street parking is allowed from 12:00 a.m. To 7:00 a.m.
6.06 Construction of Dwelling. Within one year of lot purchase with the intent to build a dwelling, an Owner shall complete construction of the dwelling and obtain a certificate of occupancy from North Logan City. Within 24 months of issuance of certificate of occupancy, all landscaping shall be completed on the property. Any lot purchased with the intent to landscape must be landscaped within one year. All lots must comply with one of these two options. No lots may be purchased and remain undeveloped.
4.09 Uniform rate of Assessment. Both annual and special assessments must be fixed at a uniform rate for all lots. However, if a Unit Owner desires an extra garbage can or any extra service, that homeowners dues will be increased accordingly. If an adjacent, buildable lot is owned for landscaping, the owner shall pay the portion of the annual assessment as pertains to Association upkeep and maintenance
